What we clear

Most tipped loads are a mix of black bags, old furniture, mattresses, carpets, garden waste, broken fridges and bags of DIY rubble. We bag loose rubbish, lift the heavy items and leave the ground swept. Sofas and armchairs are kept whole and separate because of Scottish rules on persistent organic pollutants. What we cannot take is asbestos, chemicals, paint, fuel, gas bottles or clinical waste such as needles, and we will tell you if any of that is in the pile.

Private land, public land and the law

Fly-tipping is a criminal offence under the Environmental Protection Act 1990. On roads, pavements, parks and other public land, the council normally clears it, so report it to Glasgow City Council rather than paying anyone. On private land, including back courts, private lanes, yards, car parks and fields, the owner is usually responsible for getting it cleared. Whoever clears it must still hand the waste to a registered carrier, because the duty of care applies to that load like any other.

Fly-tipping clearance FAQs

Who has to clear fly-tipping on my land?
As a rule, the council clears fly-tipping on public land such as roads, pavements and parks, while a private landowner is responsible for clearing their own land. That covers business premises, farm land, private car parks and the back courts of tenements, where the owners or their factor usually arrange it. If you are not sure who owns a lane or strip of ground, ask the council before paying for a clearance.
Should I report fly-tipping on private land to the council?
Yes. Even when the clearing is your job, reporting it gives the council a record and the chance to investigate and trace whoever dumped it. Glasgow City Council takes reports through its website. Include photos, the date and anything you noticed, such as a vehicle, but never confront anyone who is tipping. Keep a copy of your report alongside the paperwork from the clearance.
How is the cost of a fly-tipping clearance worked out?
It comes down to the volume of waste, what it is made up of and how hard the site is to reach. Rubble and wet carpets are heavy, mattresses and sofas need handling separately, and a back court reached through a narrow close takes longer than a car park beside the road. Why does it matter who takes the waste away?
Because the duty of care follows the waste. If you pay an unregistered man with a van and he dumps the load somewhere else, it can be traced back to you as the person who handed it over. Checking that a carrier is registered with SEPA takes a minute, and keeping the waste transfer paperwork shows you did the right thing with rubbish you never asked for.
What if the pile contains asbestos, chemicals or needles?
Leave it alone and do not try to move it. We do not take asbestos, chemicals, fuel, gas bottles or clinical waste, but we will tell you if anything like that is in the pile so you can bring in a specialist. In many cases we can still clear the rest of the load, leaving the hazardous part safely apart for the specialist to collect.
Can you help stop fly-tipping happening again?
Clearing a site quickly helps, because one dumped mattress tends to attract more. Beyond that, owners often have most success with locked gates or barriers on lanes and yards, better lighting, clear signage and cameras where they are practical.
